The Virtual Museum:
A Glimpse of the Storied History of UPCM

CECILIA V. TOMAS, MD (UPCM DEAN 2003-2006)

Dr. Cecilia V. Tomas is a pediatrician and professor of physiology, who served as the Dean of the UP College of Medicine from 2003 to 2006. During her term, the organ system integrated (OSI) curriculum was implemented for the first time in academic year 2004-2005. Together with this, a student mentoring program directed towards providing opportunities for the faculty to interact and guide the students of the College was established. With the goal of improving faculty training, the Integrated Faculty Development Program (IFDP) was instituted as well. She also promoted research in the College through the re-launch of the Acta Medica Philippina as a peer-reviewed journal, which was later declared the National Health Science Journal in 2009 by the Philippine Council for Health and Research Development of the Department of Sciences and Technology (PCHRD-DOST). During Dr. Tomas’ term as Dean, the UPCM celebrated its 100th anniversary. A task force (Task Force Pagsasabuhay) dedicated to ensuring that UPCM graduates carry out the College’s mission-vision of “serving the underserved” proposed the return service contract for all UPCM graduates to sign, later evolving into the return service obligation (RSO) that is currently in effect today.
