William Howard H. Taft was the governor of the Philippines during the American Occupation, following the Philippine-American War. He acted as the civilian governor with the idea that independence and self-governance would be realized for the Filipinos at a certain point in the future. A Freemason and a public health advocate, Taft pushed for improvements to sanitation practices and public health programs both in the Philippines and in the United States of America. It was during his term that the earliest iteration of the UP College of Medicine was formed.
