Dean C. Worcester was a zoologist and politician with an interest in the Philippines. He had visited the country for scientific expeditions prior to his appointment as a member of the Philippine Commission during the American Occupation. He used these past experiences to establish himself as an expert on the area. He held the position of Secretary of the Interior, which allowed him to oversee the formation of several agencies and national institutions, including the Philippine Medical School and Philippine General Hospital, which later evolved into the UP College of Medicine.
